M-RAM Calculator

M-RAM Calculators were developed by M-RAM Team Members to assist coal operators and contractors in deciding whether or not to contest a violation issued to them by an MSHA representative.  By utilizing this calculator, operators and contractors can quickly determine each citation's probable penalty amount without having to wait weeks or even months for an assessment.

When a citation is issued by an MSHA Inspector, one of the most important steps an Operator can take is to immediately begin gathering information about the cited condition.  The purpose of the M-RAM form is not to make a determination as to the validity of the citation but rather to assemble the pertinent facts. For increased accuracy this form should be completed by the persons traveling with the inspector as the condition is being cited.  This form and any other relevant information should be kept with the operator’s copy of the citation.

The M-RAM Travel Log serves as a tracking mechanism for mine inspection. Typically, an MSHA inspection requires that an MSHA Inspector and a Mine Operator travel to each area of the mine.  Unless an inspector has to return to an area to abate a cited condition, they will normally make only one visit to an area.  The MSHA Inspector is required to track the inspection daily after the (d) order is issued, as such the Operator should be doing the same.  In addition to the travel log, you should use a map to track the daily travel of the inspection activity.  It is also important that you establish an exhaustive list of the equipment on your property, even down to an extension cord that is used only from time to time.  This list should also include the location within the mine where the equipment is located.



M-RAM Programs

The M-RAM Scraper is a computer program, developed by M-RAM, to directly pull a coal mines violation history from the MSHA Mine Data Retrieval System.  Once the data is downloaded from the website, the Scraper Program exports the data into the M-RAM Mining Data Report Generator.  This Report Generator is another program that uses Microsoft Excel to analyze a company’s violation history.  These computer programs are just two of the many cost effective tools that M-RAM utilizes to assist with the contestation of MSHA violations.
